| America's tobacco companies have the ability to produce cigarettes that are much less likely than other
cigarettes to cause fires when left unattended. If tobacco companies were willing to sell only such "fire-safe"
cigarettes, they would be taking a major step forward to eliminate the leading cause of home-fire fatalities in
the United States. |

| Fires caused by unattended and poorly discarded cigarettes
kill 700 to 900 people each year. Such fires also cause thousands of injuries and
hundreds of millions of dollars in property damage annually. Your company now has
the technology to change all of that. Your company has the ability to produce
cigarettes that are far less likely to cause such devastating fires when left
unattended. These "fire-safe" cigarettes will save lives. |

| Before many more lives are tragically and needlessly lost,
we encourage you to take an important step toward safety and make all of your
cigarettes fire-safe, as defined by a performance standard equivalent to the New
York state standard, based on testing in accordance with American Society of Testing
and Materials Standard ASTM E2187. |
